Definitions
Clan System Admins are global moderators of the clan system. They are listed on the summary page, and have full access to the whole forum and all clans.
Clan Leaders are clan super-moderators. They have access to add and remove members from their clan's groups on the forum and can vote in proposals, as well as all Clan Moderator access. This has nothing to do with the displayed "leader" on the summary page.
Clan Moderators are members of a specific clan's "Moderators" group on the forum. They can edit the clan's roster, moderate the clan forums, set brawl positions and set the name of the leader displayed on the summary page.

Amending Clan Rules
In order to change any of these rules, a Clan Moderator or a Clan System Admin must propose the change as a vote in the Proposals forum. The vote must last at least 14 days.
Any member of any clan may vote in the proposals, however votes are woth slightly less as more people from your clan vote:
If the leader places a vote, it's worth 1, always. If he doesn't, this vote will pass to a moderator. This vote does not count towards the next bit.
Count the remaining votes. Between them, they are worth a maximum of 2 votes, getting closer to 2 for every extra voter (the exact formula is 2*(1-(1/2)^n), but you don't need to know that). The total is divided by the number of voters. This means that the more members in your clan that vote, the more voice it has in the proposal!
